Repair fixes what is broken: a few boards, a post, a loose railing, a stair stringer. Resurfacing keeps the frame and replaces every board and the railing, usually in composite. Remodeling changes the deck: new stairs, a second level, a pergola, a different railing. All three start with the same frame inspection.

If the frame is sound and the joists are 16 inches on center, yes, and it is the best value in decking: a new-looking composite deck for well under the cost of a rebuild. If the joists are 24 inches apart we add sisters between them. If the frame is rotten, resurfacing is money wasted and we will say so.

Usually. A loose railing is almost always a post that was surface-mounted or bolted to a rotted rim joist. We re-anchor it through solid framing with the hardware the code calls for; if the rim is gone we replace that section first.
